Since we don't have the equipment to handle it, or practice driving in it, yes, this much would shut down our town. Yes, i know it's a laughable amount to those who deal with much larger amounts regularly. That's okay, i know how to drive in a hurricane.
That would definitely shut London down any type of weather does, if we get up to 70F in the summer it's declared a heatwave LOL, we can never understand it compared to other countries that copes with extreme weather.
Compared to Washington there is not much snow ! Lucky for you !
